Negligent security happens when a property owner fails to provide enough security to prevent visitors from getting hurt. If a business or propery owner opens their doors to the public, they must keep visitors reasonably safe. When they don't and a crime happens that should have been prevented, the property owner is responsible for the damages. In short, negligent security is the result of businesses and property owners cutting corners on safety at the expense of their visitors.
